Uganda Country FHH Policy Tracker

What to Know

Uganda remains one of the world’s largest refugee-hosting countries and is widely recognized for a progressive settlement model that allows refugees to work, move, and access services; however, this model is under heavy strain. UNHCR reports roughly 1.95 million refugees and asylum seekers in Uganda as of the end of August 2025, and the Government of Uganda (Office of the Prime Minister) statistics show about 1.96 million as of 31 October 2025, with most (about 91%) living in settlements rather than cities.

Funding shocks have changed daily survival conditions: WFP reports that in May 2025 it reduced food and livelihood assistance coverage from
1.6 million refugees to 662,000, which increases pressure on women-led households already coping with caregiving burdens and limited livelihoods.

At the same time, UNHCR warned in August 2025 that emergency funding for refugee support was at risk of running out, with downstream impacts on shelter, services, and protection. Layered onto this, Uganda also experiences disaster-related displacement, including floods and landslides during heavy rains, which adds stress to the same local systems supporting refugees and host communities.
