What to Know

Kenya is managing two overlapping displacement realities: one of the largest refugee populations in the region and significant internal displacement linked to insecurity and climate shocks. As of 31 October 2025, the Government of Kenya reported 869,501 refugees and asylum-seekers, with most people concentrated in the Dadaab and Kakuma systems.

At the same time, IOM’s Displacement Tracking Matrix identifies nearly
465,700 internally displaced people across several of the most affected counties, which stretches basic services and social protection.

Kenya is also in the middle of a major policy shift through the Shirika Plan, which sets out a development approach focused on socioeconomic inclusion of refugees and host communities. Recent assistance shortfalls, including widely reported food-ration cuts and protests in Kakuma, show how quickly conditions can change for families, and why it matters to track what policies and services actually reach
female-headed households across camps, urban areas, and high-displacement counties.
